I think my dogwood is doomed -- value of proper pruning

I was looking over the lovely dogwood in my front yard the other day. There's a fairly large branch that was pruned improperly, leaving a large section sticking out of the tree. I noticed there was a crevice above it that seemed to be full of black stuff. I wiggled the branch stump and it came right off, revealing a mess of blackness.

I'm assuming that this is disease and rot that I'm seeing. I've always read how improper pruning like this can invite rot, and this seems to be a prime example. Am I right?
