what would you do to control the shape of damaged shrub?

I impulse bought William Shakespeare last summer at Agway because the blooms were just so great. It overwintered in a big pot, under lots of leaves and snow - and when it broke dormancy, only the two side canes leafed out - the center canes were completely dead, had to be pruned off way down. So it looks like a shriveled nub, with two nice long arms reaching out. Would you cut those off short, to force upward shoots? Or would you poke in a vertical stake and tie the arms up?
