Pioneer 500 Chainsaw - Brake Problem

I borrowed a Pioneer 500 Chainsaw from my father in law and used it today for about 30 minutes after which the chain stopped moving. Engine revs fine but the chain is not turning. I checked the tension on the chain and it was fine. Moved the brake back and forth multiple times and chain is not moving in either position. I can pull the brake one notch closer to the handle and the chain will turn when revved in that position but then I am not able to hold the handle as the brake is in the way. The issue seems to be with the brake for sure, have cleaned in around it, lubbed it, moved the brake back and forth but still no luck. Engine revs up but the chain is not turning at all (unless it is pulled one notch past the safety notch which I am not even sure it should be able to do).

Any ideas? Is this something I can fix myself with a little cleaning or does this need a dealer?

I looked online for a manual but have not had any luck.

Any help would be appreciated.
