does such a thing exist - light sensor for HID lights?

I'm brainstorming about things too expensive to do for now, but I was wondering about something.

Some people, esp. commercial growers, use HID lamps like HPS to supplement light in their GH during winter's dark days.

However, if/when there is a sunny day, the lights are mostly wasting energy.

Is there some sort of way to automate a process like this:

1. Light kicks on at 5am.

2. Around 9am, when the sun is sufficiently above the horizon and surrounding trees and structures to hit the GH directly, a sensor kicks on to measure ambient light levels in such a way that if the sun is out, the lights kick off, but if it's cloudy, they stay on.

3. The sensor checks light levels again at 11 am, 1 pm, and then at 3 the light comes back on no matter what until about 10 pm.

Just a basic example. I guess some type of sensor that measures lux or, if you really want to get high-tech, measures the "Daily Light Integral".

Does such a mechanism exist?
