Mulching/dividing perennials planted with roses

We have a 4' wide border in full sun surrounding our back lawn. The border is backed by a low retaining wall about 3' tall. At the top of the wall is a row of 11 established roses with about 3 feet between each rose.

The established roses are not mixed with any other plants. I am considering mixing a few new roses with perennials in the border surrounding the lawn, and incorporating new perennials into the established row of roses behind the wall.

I have a few questions about this plan:

-- How would I plant/divide anything close to established roses without disturbing and destroying the roses' roots?

-- What type of fertilizer is best for a mixed bed? I use E.B. Stone organic fertilizer for roses.

-- Do you treat the roses like just another plant in the mixed bed, or do you plan the bed around the roses?

I've been considering this plan for a while and thought I'd ask you expert Rose growers.
