1) Just let the CB rose grow and there is a good chance it will recover. What do you mean by small canes? We are still in April. What sort of new canes do you expect? You will know better about this rose around June. I would give it a chance.
2) New Dawn - don't let it dry like the CB. I have one on a similar fence and I let it grow lateral instead of upwards. It behaves like an invasive weed and I have to trim it from time to time.

Mikeber - the canes are much less than the thickness of a pencil. They are perhaps 1/2 of that. I just wonder if they will ever recover from what I did. I feel terrible about it!

I certainly won't do it to my new New Dawn. I will take good care of it - I have learned my lesson.

I used to grow both of them.
The first year, my Blaze spent its energy on growing roots, so its canes were short and very thin. But by the next season, after Blaze established, it started throwing long and strong canes. So, give your Blaze some time, water, and fertilizer.
As to growing New Dawn on a chain link fence, I think it'll be a chore to manage its size, because New Dawn is very vigorous and throwing her looong and stiff canes high in the sky.

You would force the canes of ND over into a shallow arc and tie them to the fence. Allow 15-20' width of fence. Although ND is vigorous and stiff-caned, she can be trained horizontally, which is the best way to grow most climbers anyway.

Exactly what MichaelG said. I was going to post that, but I see he has already. Also, you can cut it back as a bush 2-3 times and it will never climb again but will grow like a vase shape, about 4-5 feet tall.

Don't ever keep climbers in containers for long. They choke themselves to death on their own roots.

Patricia43: Can you explain a little about cutting ND back? I had to move mine last summer to the arbor at the front of the property, and I didn't cut her back at that time, though I had had to once before. This year, though, there was a lot of pruning to do, since there was a lot of die back from the move. That was the second time I had to cut her back. Is there a chance she won't climb now?

there is a chance she will but a chance she will not climb. Usually if a climber is cut back seriously in a season 2-3 times, it discourages it from climbing. It is similar to weeds that you continue removing. At some point, they get the idea that they are not supposed to grow there. Well, if you continue cutting back a climber (sometimes only once is the key) it will get the idea, it is not to climb. But, I have many climbers that I now grow as rose bushes because I cut them back as soon as they threw long canes. I don't have room for 60 climbers, but I have room for about that many big bush roses.

I do wish Jon of Wessex, England, would post here about the key to growing climbers as bushes. I had known this from a brother-in-law but he gave a very good reason as to why that is. I do wish I had saved it. My BIL grew many climbers and he had told me before he died how to keep them as bushes or to move them and continue to grow them as climbers by leaving 3 long canes on the move and cut the rest of the bush back by a third.

I'm familiar with a New Dawn that was cut way back and moved twice and still became a typical climber. So it may be OK.

My guess as to how climbers become shrubs has been that, once you establish sufficient yardage in the form of many shorter stems, the plant's impulse to grow is satisfied by the annual production of lots of 3' laterals. But maybe there is more to it than that.

Don't worry about the height of any climbing rose. They're just as happy to be trained horizontally as vertically. And horizontal canes will send out far more blooms. Here in Mississippi, my New Dawns had four-foot canes the first summer (small, own-root plants, trying to grow in record drought).

My ten New Dawns are currently threaded between Baby Cryptomeria trees in a long border. Canes, after two years, are about ten feet long, trained horizontally, about two feet above the ground. They have sent out shoots all along those canes, each bearing a big cluster of buds. It will be quite a show.
