Is it normal for soil to remain wet for several weeks after rain

It has been at least 2 weeks after last rain fall. I bought a moisture meter ("Hold All" brand) and tested the soil in many places of my front and back yard. It all registered very wet (needle swung all the way to the right). I am pretty sure it's not due to water from irrigation as I have tested areas where there is no irrigation at all. My soil is covered in bark but it still seems strange the soil would retain so much moisture after 2 weeks.

My landscaper said my plants are suffering due to too much water. But he is not sure where the water might be coming from. My lawn seems to be doing well.
