Ca Valley/Live Oak mulch?

Do any of you use the leaf litter from under a California Live Oak or Valley Oak around your roses?

These are different oaks than in the East Coast, the neighbors have a bird plant giant oak that chokes our a section of our yard with tons of leaf litter. But I have heard it is either a great mulch or horrible and will kill plants depending on who you talk too.

Anyone use it? Or have a thought on it, I know that the oaks like to keep the litter under them for moisture, but this tree is growing rapidly-and unevenly, is shading and killing our fruit trees and wiping out an antique stall/shed. And will end up falling on their house at some point because the other side neighbors water the daylights out of their lawn and never allow a leaf to rest there (on a well) The tree has a lot of dead section issues already, we never walk under it in the wind, we have notified the owner of the oak about the issue with that tree. They are protected so not sure what they can do....

We want to try and save a favorite apricot and apple tree and want to salvage the siding from the shed, so that leaf litter needs to go some where.
