Replacement for Joseph's Coat

Yesterday was one of our first really nice days up here in Plumas County and I used it to trim about half of the roses out in the front bed. I reached the conclusion that our Joseph's Coat just isn't making it. Our winters seem to be becoming longer, colder and wetter and JC was just hardy enough to begin with without Mother Nature's harshness these past two years. It is alive but I'm tired of starting from zero with it each spring.

My husband loves the color of this rose. Suggestions for what might be comparable but maybe a zone of two hardier? Any kind of growing habit is fine.
