My steep, north-facing, shaded slope is eroding. Wood chips applied last year seem to have slowed the erosion, and I would like to put down more.

I have learned though that as they break down, wood chips are using nitrogen from the soil that is needed by the new plants that are going in. I need protection for the bare, eroding soil immediately, so my plan is to add lots of nitrogen for the chips and a complete fertilizer directly on the soil for the plants. Will this give the plants a fighting chance? I'm open to suggestions!
