SoCal: too late to prune?

I didn't prune my roses in early January like I have in the past. They were doing so well that I did a bit of light pruning on a couple of them but decided to wait on hard pruning. Then life and rain got in the way and now its mid-March.

There are new leaves on old growth and a fair amount of new growth too. And old leaves that never fell off. A lot of the old growth looks pretty scraggly. Should I prune the old canes as I should have done 2 months ago, or just light prune? I'm guessing/hoping that the worst that will happen is that I won't get the usual blooms in April and May but they will catch up later in the season? Could it damage the plants to hard prune now when they are stepping up growth? I don't expect any really cold weather past this point.

Assuming the advice is to hard prune now, should I wait on fertilizer?
