need to shovel prune, but should i root some cuttings?

my Empress Josephine has been growing poorly. It was planted 3 years ago.

It came from Pickering. It is a grafted rose. All my other roses from them have grown beautifully.

It's time to shovel prune it. But I was wondering if I should do some cuttings and have some own root.

I can't see Pickering using a poorly growing mother plant to obtain the buds, then to graft them onto multiflora rootstock to sell.

So do you think the own root cuttings will perform better??
