What am I doing wrong?

Hello,

I've been trying to grow some native California plants from seed because plants are hard to find and expensive, and I'm not having too much luck. Obviously I'm doing something very wrong.

I have a covered plastic seed tray and a warming mat, I'm using a purchased seed starting mix, and I've just pressed the seeds lightly into the soil and covered with a very small amount of perlite. The tray's in an area with a decent amount of light as well. I'm watering from the bottom maybe once a week, trying not to let the mix dry out or get too wet.

I've started with seeds that are supposedly easy to germinate and require no scarification or stratification: lavatera assurgentiflora and baccharis pilularis. So far, after almost a month, I've got three lavatera seedlings and no baccharis at all (out of a total of maybe 50 or so planted.)

Any suggestions as to what I might try on the next batch?
