When do I give up on my seeds?

I sowed several vegetable varieties (zucchini, crookneck, beans, peas, carrots, radishes) in my raised boxes about three weeks ago. (Also transplanted peppers and a few other things started indoors - they're all doing just fine.) Not a single one of the seeds sown have sprouted. I used a mixture of potting soil, top soil, and peat for the soil. I went on vacation during the second week, so there was no watering during that time (between one week after planting, and up to a week ago).

Feeling somewhat defeated, I just did some gentle excavating. Everything I found had broken seed casing and had some growth. My question is, how do I know if that growth is likely to ever break through and give my garden some hope, or if I should replant? (Maddeningly, I had a VERY small patch in ground with some strawberries and unused space. I casually spread some carrot seed and have done nothing to it in three weeks, and they're growing like weeds.
