How to keep o.r. bareroots dormant a month

I was informed that 1 gal. bareroot own root roses have to be shipped this coming Monday while still dormant. That is the last bareroot shipping date. If I wait to have them shipped the first week of April or even mid-March, when it is possible to plant, IF the ground isn't frozen, it costs $44.06 to ship two roses totalling $29 for a grand total of $73.06! The bareroot shipping price is said to be half the cost of shipping pots.

So they're being shipped Monday. They are meant to go into the ground, which is frozen right now. If it is not too cold, I could pot them and put them in a box or black garbage bag, water well and put in the garage with the other potted roses. That is probably the best, but I was wondering, surely they are smallish packages. Could I just stick them in the refrigerator until mid-March, after being sure they are well watered of course.
