Westerland: want to convert from climber to shrub

We have a mature Westerland growing as a climber against a fence. It has very long rigid canes. Every year, it throws the uppermost canes over the 6-foot fence, making it very difficult to reach them without being mauled by the thorns.

I'd like to prune it lower this year to keep it as a shorter shrub, but it's already against the fence.

Another option is to cut off all the canes growing forward, and keep the ones on the trellis (thinning out the oldest ones), creating more space in front to reach the uppermost canes.

Can anyone offer suggestions?
