renovate weedy warm-season lawn with cool-season grass?

Looking for advice to follow over the next few years to renovate an existing warm-season turf (unknown grass type, probably centipede) with tall fescue.

Lawn is a very small area, 50% broad-leaf weeds, occasional clump of fescue or crabgrass. Here's what I'm thinking my gameplan should be - let me know if I'm off-target:

I need to take care of the weeds first, but what's the best way, weed and crabgrass spray? Pulling by hand? Both? What sprays recommended?

I was then thinking I would keep the lawn mowed very short next summer to stress out the existing grass, and smother it with plastic in July-August?

I'll pull up the plastic on labor day, prepare the seedbed and seed with fescue at that time. Would it also be OK to overseed the following February, or would that be wasted effort?

I know I'm forgetting something -fertilizer? What's best practice for that? When/what type?
