Reseeding, Grubs, Creeping Charlie...OH MY!

I bought my house in November with a non-existant lawn. I seeded in spring and had moderate success. I have some brown patches and many areas of the lawn seem to peel up easily.

When I was raking some of the brown spots and pulling some crabgrass I noticed some grubs. Not a huge infestation but a few nontheless. Did they cause the brown spots? I may have burned the lawn by spraying for creeping charlie and crabgrass a bit too often.

I want to reseed now. Should I apply a grub killer when reseeding? I never got rid of my creeping charlie and read that weed killer is best applied in fall to control creeping charlie for next year. Can I apply a Scotts Step 2 type product later in October after my new seed has germinated?

I live in lower NY state. Thanks!
