Dead Zoysia

I have a 2 year old house with Meyer Zoysia planted by the builder. I have some areas where the grass appears completely dried up or "burnt". The service that does my fertilizer program looked at it and diagnosed it as dollar spot combined with some drought/heat damage, and treated twice with an anti-fungal about a month apart. We are in the Atlanta area and still in a drought; we received 3" of rain a couple weeks ago from the remants of Fay however the problem is no better and maybe worse.

In these areas you can pull the dead grass completely out of the ground. I'm unsure if I am pulling up roots or not. I am also not completely convinced this much damage could be a fungal problem, maybe insect related or something else. I am looking for advice on whether this area will come back in the spring or if I will have to resod- if so, being mid-September is it too late, or should I wait for spring, hope it comes back and resod in early summer if needed. Thanks.
