reseeding weed-filled lawn, clay soil

Our back yard needs to be completely reseeded. Most of the grass had died and DH rototilled it this spring but never got around to reseeding. Weeds completely took it over and it looked like a jungle back there. We're pulled all but one small area of weeds (yard is about 1/4 acre in area) and he's rototilling it again and plans to reseed sometime this week. The weeds were all going to seed and I'm afraid they're going to kill out any grass that appears come spring. Is there something we should do before reseeding to prevent this?

Also, our soil is pretty much straight clay, which doesn't grow anything well (except weeds!). Is there any alternative to putting down a bunch of topsoil? That seems like it would be rather costly, not to mention time-consuming, for this large of a lawn.
