How to plant on a steep slope in North Carolina

I live in a rural subdivision and I have a small ditch border on two sides of my yard. What is a good grass to plant on the clay soil that is there? I have tried bermuda, fescue, covered it with wheat straw, watered it, and it seem like most of the seed simply washes away or does not germinate. (not sure which one, but either way I have a very poor stand of grass with many bare areas. Am I better off just laying sod? (which I am trying to avoid as I have no sod on my yard, and much of this ditch is in the back part of my property and really do not want to send big bucks as it is far from the focal point of my yard). Or could I plant sprigs of some grass there and let it spread and fill in? My yard has both bermuda and fescue. I am not looking to win any landscaping contest, just have a descent yard that has grass in it.
