Lawn-Boy 10324 out of control

Good day to all. I have a Lawn-Boy 10324 that I had bought new, lost in a divorce, was sold to a former neighbor who monkeyed with it, gave up on it and through it in the alley, and is now back in my possession. I was able to get it started but the goofball neighbor had done something to the carb and that thing runs at about 10,000 rpm, like it's drinking jet fuel. I have disassembled the carb and replaced the governor spring (which really seems useless). I have found that the governor vane does not move freely. Should my next step be to get a new vane and throttle disc to go with my new spring? What about setting that to a default factory speed setting? If i can't figure this out it will go out on the curb like I found it and I really don't want to do that. Your help is appreciated.
