KBG renovation - Swale improvement

I have a three foot wide, bumpy, grass covered swale (really just a low part in the lawn) that runs along the road in my front yard. The water from the whole development runs through it. For the most part it works well. During a heavy rain it turns into a little creek for a couple hours and then mostly dries out although there are a couple spots of sitting water and it's muddy in places.

So I'm thinking... Since I'm killing the lawn with Roundup and seeding elite KBG, why not try to improve the swale. What if, after the grass is dead, I dig up the soil, add sand and compost several inches deep to improve drainage, and even out the bumps.

I know it's bad to till, I'll bring up weeds seeds. But I think I should forget about that and take this opportunity to improve the swale? Sand is my best bet, maybe skip the compost?
