New lawn, not going so well

Hey, all. Our new house was done in December and this spring the grass guy raked and seeded. It was a beautiful seedbed-- nice topsoil, no rocks, an even application of chopped straw and KBG. However, we have tons of wind around here and much of the straw blew away. We were only able to water our 1/3 acre once a day and that was kind of a squelchy nightmare-- topsoil was so fine that sometimes our shoes sank right into it. About two weeks later we have about 70% germination in the front (best where the mulch remained), perhaps not even 50% in the back. That can't be good. What's my next step? We are surrounded by meadow so weeds are going to be a big issue. Trying not to feel too discouraged but this has been a lot of work with not very encouraging results so far.
