Check out this fascinating photo at the link below, showing slaves getting ready to plant sweet potatoes on a SC plantation. It is interesting for a lot of reasons, but one is that we can deduce from the photo that propagation of sweet potato via setting out slips was not customary at that time. You can see that small tubers are being cut into smaller pieces, this is because large planting tubers produces mostly skinny unuseful tubers for harvest.

IME, there are many advantages to planting tubers rather than slips. I suspect that the only serious reason to not do so is to reduce the chance of disease epidemics if one is growing in prime SP territory, or in the case of northern growers getting slips by mail-order is very helpful if not the only option.
