Cause of diminished yields

HI. My first post. I'm in Central PA, grew up on a produce farm and am generally pretty knowledgeable about growing veggies. I have had a suburban backyard garden in the same spot now for 18 years. Was always faced with two challenges. 1) There was absolutely no topsoil there when I started and the subsoil is an unusual sandy type that is excessively well drained. 2) Some high trees created some afternoon shade starting by 2:30. I trucked in topsoil over the years and worked in homemade compost. I had nice gardens through the 90s Vertical strategy with staked tomatoes, and trellised beans and cukes. I noticed things started not producing as much, smaller tomato plants, smaller and less fruits. Of course, the shade problem has increased due to growth. Got the soil tested a couple years ago and PH was a little high - over liming maybe, so I've laid off lime for a couple years. This year, very small cukes, beans don't flower. Tomatoes so-s0. Any opinions?
