Black specks under leaves of Lipstick vine and Philodendron

Hi all,

I posted a while back about an ailing lipstick vine that I feared I'd damaged with under or overwatering. Unfortunately, it's continued to wither and drop leaves progressively from the roots downward to the bottom of the vines. The leaves first get wrinkly and spongy feeling, rather than taut and glossy, then gradually grow brown, curl up and drop off.

Recently, I looked closer and noticed tiny black specks on the undersides of the leaves. I thought perhaps I'd knocked some soil onto them when I'd added some extra soil a week ago, but I have now found the black specks underneath the leaves of my philodendron, so I'm fairly certain it's not simply soil. I don't see any bugs, but I'm not at all familiar with plant pests. I have neem oil on hand, so would a liberal spraying help or hurt at this point?
