1/3 diameter of trunk rule

I've seen a couple mentions on this forum about pruning out scaffold branches that are more than 1/3 the diameter of the trunk. I've never heard of that before. What's that all about? What's the reason for doing that? Is this an idea that everyone adheres to that knows about it? Are there important exceptions? For instance, most of the branches on my young apples trees (esp. whips) are almost the full diameter of the trunk at first. Should I really prune all these out?
