container rose transplantation

Hi,

I've read a lot about container gardening especially about the soil mix. Now I'm thinking about transplantion of my container rose and considering simillar to Al's soil mix:

5 parts pine bark (small pieces)

1 part charcoal

1 part perlite/pumice (pumice is pretty expensive here)

1 part keramzyt (kind of parched, porous clay, round shaped balls 4-7 mm). You can not buy the turface here. I'm from Europe.

My questions are:

Can I transplant the rose now (mid of the summer, 6 zone)?

How to do it? Should I rinse the roots from the old soil first, before transplantation?

Thanks in advance for all the hints :)
