New Balcony Container: What do I do with the water?!?!

I've grown a few things in pots on a back patio I had, but I just moved to a place that just has balconies. I have a two and a half by two and a half foot redwood container I made. It's propted up on two 2x2s.

The problem I am having is that the water that drains from the container leaks not only onto my balcony but onto the balcony below me. I've placed a oil change pan underneath, but this merely fills up with water and then the overflow drips down to my neighbors.

What do I do? Is there a way to get the water in the pan to evaporate or is that just not going to happen fast enough? Why don't any of my books tell me what to do about this? I'd think this would be a common problem with the amount of water that's going to drain from a larger container.

Or am I just watering too much?

Somebody save me, please.
