Drought-tolerant, shallow-rooted, full sun annuals over bulbs?

Apparently the reason why my spring bulbs do not do well in my regular flowerbeds is that I water a lot in the summer (I have cannas, dahlias, etc.) You would not believe how many bulbs I've lost in the last 5 years! As far as I know, I did everything else right except that I also was not watering enough in the fall. Do you agree that this could be the problem?

So for next year I want to give the bulbs (narcissus, tulips, and purple alliums mostly) their own area which I won't water as much. What annuals or vines should I plant over them so that the area looks connected to my main flowerbed which is red, orange, gold, violet, and "black" and somewhat tropical in appearance? Surely not, for instance, Tithonia, which has roots like a tree! Any ideas would be greatly appreciated.
