When should I move bulbs after they have bloomed?

New gardener, here. Total neophyte. Last year I planted about 100 spring bulbs in a relatively small area, hoping to have a 3 tiered effect -- Rembrandt tulips in back, My Story daffodils in the middle and hyacinth down front. What I got was a crowded mish-mash rather than a glorious display.

I need to dig some of the bulbs up and re-locate/redistribute them, but I have no idea when is the best time to move spring bulbs. All the blooms are gone; can I dig them up now and relocate them while I can still tell from their foliage where they are and what they are? Or should I wait until the foliage has died back? Or wait until fall?
