Tulips will do fine almost anywhere they get some sun. Doesn't even have to be full sun. Under trees can help them stay dry in the summer, but might also be too dry in spring. Wait until the foliage is really ratty before transplanting. You can also wait until autumn to replant, a few weeks before the ground freezes.

Dig the daffs up and split them. That's always the first thing to try when there is masses of roliage and only a few flowers. You'll probably find way more bulbs than you need, so spread them around :)

And remember to dig deep....bulbs are supposed to be planted 6 inches below ground.....and you don't want to cut them with the spade.

Thanks, the pine has no branches on the lower 8 ft or so. One side gets AM sun & the other side gets PM sun. I was more worried about the pH I guess.

I will dig up the daffodils and see what happens next year when thinned. Not sure where I will move them to though. My mom offered me some iris bulbs when I visit her this summer so I'm going to have to come up with a plan for all these bulbs!

If your bulbs are newly planted, they could be overfertilized during planting and still too young to bloom. I would wait until next spring to disturb them. This year I finally got a lot of flowers from bulbs I have planted 2 years ago.

Hmmmm.... will do further inquiries of neighbors to see if they have a feel for how long the bulbs have been in there. My gut says the tulips are located in too much shade and the daffodils are overcrowded but it's certainly possible they are newer bulbs. Thanks!

It's very unlikely they were over-fertilized under a pine tree.....the tree would take the lion's share of any goody in the soil.
If the leaves are "thick"...crowded...you are right...need thinning and not enough sun.

No, the tulips aren't under a pine tree right now. They are randomly scattered around yard. I want to move them near a pine to consolidate them. The daffodils are the ones that didn't flower and they are in a large mass in an open sunny spot. I am fine leaving them where they are but would like more blooms next year.
