Please Help With Tulip Question

Last year I planted early, mid and late tulips in two beds. They were magnificent! I realize tulips do not always bloom the following year, so I wasn't expecting much this year. I guess I am lucky, because one bed is FULL of leaves, many with buds. The other bed isn't doing as well. I have some tulips coming up, but half the bed is empty. I remember this pattern from last year-I think one bed gets more sun. My question is; if I don't see any sign of plants as of now, can I hope that there is still a possibility that some of the plants are just slow this year? I am in NJ/zone 7. We haven't had much sun or warm temps this spring. Do any of you think once the weather warms up I might still get some growth? Thanks for any help!
