Dianthus in zone 7a-b

Hi all.

I'm in zone 7a-b and have dianthus...some of which was already in the garden (and acting like a perennial per the previous owners) and some of which I bought /planted. I think I've read that it is biennial and just seems like a perennial...I'm lost as to what to do with it.

Right now it is looking pretty ragged with some discoloration on the leaves and any flowers that show up are "crinkly" and not big. What do I do with it at this point? Cut it back? Tear it up? Leave it alone?
