Yellow-flowering plant in Virginia

I saw this plant at my neighbor's house. It has an impressive bloom going for mid-March in zone 7. Can anyone tell me what it is?

Gelsemium sempervirens or Carolina jasmine or yellow jessamine. It's a native with very showy early spring blooms.

Just checking these forums again today and thought I should clarify that the effect I was referring to was the UV sensitization. The phytophotodermatitis can leave visible marks for weeks, months, and even years in extreme cases. I had a small burn on my hand that was probably caused by this plant and it remained darkly pigmented for about 6 months.

A few websites list it as fragrant. They're probably just referencing each other. I'll take this one from OSU: "listed both as fragrant and unscented". https://landscapeplants.oregonstate.edu/plants/jasminum-mesnyi I really do like most of the stinky jasmines.
