1 spa jet sends water over coping onto deck, other jet barely flowing

I recently renovated my 25-year-old pool / spa with new everything-tile, coping, minim pebble and spraydeck but kept my old pump than is connected to our new DE filter. We added water/fire feature and Baja ledge with 2 bubblers which required a separate pump to be added. The spa now runs off of that second pump also. In addition, we added a blower and heater which broke years ago and had been removed. Everything looks and works amazing except for the spa. I have one jet on one end of the row of spa jets that pushes so much water that it bubbles up out of the spa onto the coping and runs down the deck to our drainage near the spa. I have another jet at the opposite end of the spa jets that barely flows much of any thing. The two in the middle seem to flow just perfectly. My question: how do I balance out the excessive flow to one of the Jets and reduced flow to the other jet at the opposite side? Your thoughts and recommendations are appreciated greatly!
