What would you say is best to add to soil when planting annuals

I just put in some Iceland Poppies and know they will be glorious for many months. I was putting in a commercial "planting mix" with the first two ingredients aged redwood and rice hulls, then I thought I wonder if commercial/ bagged composted steer manure would be better (and cheaper.) My soil is clay, very dry clay, doesn't absorb water well so between those two which would absorb water better?

I'm really interested in what you folks use when planting annuals. I've been gardening for 45 years and learning how to garden for 45 years but still much to learn and understand.

I love this hobby!! Thanks,
