Acer Palmatum dying near the top

I have an acer palmatum that has been in the ground for about 3 years, and this year it started dying off near the top. Right now it has 3 2gph emitters near the trunk from when the landscaper installed it, and I wonder if that might be too much water. I'm in the Sacramento area, zone 9, where it's hot and dry during the summer, but the plant did fine during the first 2 summers.

Is there any way to tell what the problem might be?
