When the aloe plant has lost all of its lower leaves

My girlfriend was given an aloe plant several years ago, and it's never really done "great". The lower leaves would get wimpy, bend, and fall off on their own.
Over the winter I put it in the greenhouse, and by Spring it only had one leaf left! I sat it outside in full sun, and since then it's grown 4 new leaves :-)
But now you can see that the lower section of it is very long, with the first leaf about 3" above the surface of the soil:
What do I do? Bare-root it and cut off the bottom of the root, then replant it at a more acceptable height? If so, when would I do such a thing?
