All that's going to work around the fountain and still allow the fountain to be fully visible is some sort of groundcover or low, spreading perennial. Or colorful annuals.

That style of fountain looks a bit formal to be used with a wood-sided home.

A more casual design would probably be more appropriate for the location.

Yes--I love the house and hate the fountain... for now, I'm trying to work with what's here rather than deal with getting rid of things (there's a terrible concrete table in the backyard as well), but I may need to rethink that.

If you hate the fountain, consider posting it for a bargain price on Facebook marketplace. Same thing for the concrete table. Don't try to work around something you don't love.

IMO, the utilities on the wall are the eyesore, not the fountain. Since most of us like electricity :), one possibility is to screen them out while still providing access. There are lots of outdoor screens on stakes that can be lifted and moved for ready access and hopefully, you have a smart meter that doesn't have to be read. If not, you can leave a gap for it between screens.

If you move the fountain toward the front of the bed, you can float screens behind it and still have plenty of room. Create a new raised fountain base by stacking square pavers, circling it with paver stones like you have in the upper left corner of the bed, filling in the gaps with decomposed granite (all available at big box stores), then covering it with the stones you're currently using as edging.

I'd keep the remainder easy to move, along the lines of freestanding planter display stands, metal garden pinwheels, bird feeders on stakes, etc. a tall tree in a pot, then dress the front with rounded stones and low growing plants for less maintenance.

Having the fountain there draws attention to the unsightly utilitarian equipment and the rustic wooden planking. I would not make this corner a feature but get rid of the fountain or put it elsewhere and hide the boxes and pipes behind a shrubbery.

BTW, junipers, groundcover or otherwise need full sun.

Since you hate the fountain but already have all the plumbing and electricity in place, maybe you can replace it with a more natural looking fountain with stones? Or yeah, just remove everything and get the water shut off there.

If you want roses that won't take over everything, you can either get miniature roses or groundcover roses (but look at the maximum height, some are still fairly high).

Yes, I think I’d get rid of the fountain too. And applaud you for eradicating the liriope! I’m working on that same thing right now.

This seems an out-of-the-way place that requires a low key, no care solution. I think I would plant 3 good-size clumps (3’ or 4’ tall at maturity) of ornamental grass, one in the corner and one on each side, pulled WELL FORWARD away from the fence and the garage wall so the meters can be accessed.
