Help needed with landscaping for privacy

Hello houzzers, I have been racking my brain for the past couple of weeks to no avail and thought I would seek help here. Our neighbors house is quite close to our northern fence (you can see the tops of their windows in the photo) . Our neighbour has a deciduous tree so some privacy is afforded during the summer months but because they hangout in their yard a lot I would like to plant more shrubs for increased privacy throughout the year. The problem I am having is that there are existing Russian sage shrubs to the right side that grow pretty tall in fall/winter but remain pretty small for the rest of the year and also an established bay laurel tree (tree on the right), which I would like to keep. There is nothing behind the lemon tree and the area gets dappled shade so I would like to plant some shrubs there as well. Any ideas on how to achieve more privacy with this backyard would be greatly appreciated!
