Need a step by step Painting recommendation for an old peeling paint b

I have a billing on the Oregon coast. It is 1953 and has peeling paint in the most exposed areas. I've scraped off the loose paint but am trying to figure out how to prime and paint it.
Here's what I thought would be good:
1- Coverstain oil primer all bare wood. Spotprime.
2. 2 coats of top coat latex exterior paint
I was thinking priming the whole thing? Is that better or unnecessary?
Do I want an oil product for this?
Peelblocker primer good?
Curious what people's thoughts are on this?
Also, how long till after I prime do I have to apply topcoat?
