Skeleton roses!! Help!

I am new to growing roses. I sprayed last year, but I want to have a no spray garden for a few different reasons (well water, small children, growing edible herbs). I panicked this morning and did a light misting of rose pesticide, which I'm now worried will also kill the helpful bugs and prolong the problem! As you can see this week, my roses have taken a hit and there was enough difference in the damage done from yesterday to today, that I was worried that i didn't have a day or two to make or order an organic spray-maybe i should have waited?
I have no idea what is eating the leaves and how to manage that without harming the good bugs. How do you do a no spray garden? Especially when your garden is being destroyed! Please help! There is so much knowledge on this forum!
