From the standpoint of maintaining bins it sound's like you are doing fine, Perfectly moist bedding doesn't drip into pan below. The pan is there to capture excess moisture if and when too much water is added. The reason for capturing drippings is that would be a shame letting it go to waste since it's loaded with nutrients. Stated differently, it's better to err on the side of adding too much water or too often and have excess drip through than risk having bedding dry out from time to time which would be detrimental to health of worms. How moist bedding is can vary with moisture content of as well as quantity of food that is added. You could easily have moisture dripping from bins feed with fresh fruit and produce.

Just a slightly different point of view - personally I don't think it's desirable to have water dripping down - it's just a sign of excess water (although might happen from time to time if the foods added contain a lot of water). And while I'd never suggest letting the bin/bedding dry out completely, in my experience more problems come from too wet (and too much food) than a bit too dry; my cautionary principle is that, if in doubt, it's better to avoid too wet.
