At what point during a new construction should a home be appraised?

We're are almost at the end of our construction process and just ran an appraisal that came out low. There are significant tasks to complete that in my opinion affected the appraisal like unfinished grading, no floors yet, bathrooms unfinished and all house finishes missing...
Did we appraise to early? Should we wait for a more finished home and try to get a review or a new appraisal? Would that make a difference to the appraisal value or are we stuck with the comps? There haven't been similar homes in the area which is a problem as well. Any advice that could enlighten us here would be kindly appreciated. Thank you!
