How to remove peeling clear coat from furniture/bathroom vanity?

Is there an easier way to remove old clear coat that was sprayed on top of a dresser-turned-vanity?

This was a DIY not done properly (we puuchased the house with it). It is naturally peeling when we clean or wipe the top of the vanity, but would love opinions on an easier way to peel this off without hurting the top of the vanity (which is either painted or a type of painted veneer). Solvents that are strong, but not too strong? Good tools to peel this fast? Simple solution?
