What would cause this bad smell?

I went to see a new build--a pool house that was just about finished. There was a strong odor of poo inside the building, and we all stood around and pretended not to notice! The place is on a septic system, newly installed. While DH talked with the builder, I did some sleuthing. The smell was near the laundry room, so at first I thought it came from there. I opened the washing machine and it smelled brand new. Turned on the sink, didn't notice a strong odor. No smell at all in the bathroom. Finally located the strongest-smelling spot at, of all places, a drinking water dispenser that was installed in a wall. I noticed a very large water filter in the utility room, as well as an additional smaller drinking water filter, and I figured that was normal for the area. But, dang, you wouldn't catch me drinking that water...


Has anyone encountered that before? What would cause it? Contaminated well water? A plumbing problem?
