Garbage/Building Materials/Debris left in walls when constructed.

Hello all,

I live in a 2100 sqft multi-level townhome with 6 floors and while cleaning some of my vents, I saw that there was a great deal of trash, materials, debris left in the walls during construction. I found a news paper from 1973 along with a great deals of other items and I cannot say this timestamps the build of the unit accurately. Is this the norm or sloppy, careless, lazy, poor standards?? My concern is the amount of dust this generates. Is anyone aware of this being the norm and what are my rights as a tenant as poor air quality is an extreme health hazard. If this was your home, would you be ok with it? Would you be ok with if it was you children's first home or your parents home?

What do I do as a tenant to correct this?
