Advice Needed - Sowing Native Plant Seeds

There is a creek (for storm water run off) that runs behind our house. It’s already very weedy, but I am hoping to toss out a wet soil seed mix that I ordered from my local native plant nursery. I can’t really do anything as far as prep goes because it is city property. If I toss out some seed in November will any of the seeds be able to take given all the competition already? I know the seed would at least have to make contact with the soil. The nursery said it would be just fine to sow the seeds in November and let mother nature do the rest, but I won’t be able to give them prepped soil. Is this project doomed? Please, advise! Thank you.
